This facility is an efficient, compact design that addresses the limited operational staff. Process units and administrative areas are connected by a spine including a lower level pipe gallery, intermediate mezzanine, and upper level observation gallery.  The intermediate mezzanine accesses the main floor of the administrative area and is at ground level in the chemical feed and dewatering buildings. The upper level observation gallery connects to the operational floors. Its compact design is cost effective and balances capital cost and future operations and maintenance. The aesthetic is well suited to its urban environment and functionality to security concerns.
